The main problem is 'khalyava' syndrome .. for average russian if it
is possible to download anything for free he will download whole
internet, boss will overpay for the internet traffic than will ask
admin, "why we are having so many traffic this month?".  Admin will
answer: "I dont know sir".  Boss will say: "So why i'm paying you
money and you are answering `dont know', start searching for new job
right now!".  But if admin has proxy, he will answer "Wait a minute
sir, ah .. that is Peter Ivanov, he downloaded
http://www.ru/archive/whole_internet.zip yesterday.  May i watch how
you will fuck him up, sir?"

Yeah, i agree better place for url.el is in xemacs-base or net-utils
packages ..
