patch-41 xwem-agent doesn't work for me

With xwem-agent.c that is in xwem--main--2.1--patch-41 I can't use
XWEM.

My suspicion is that for some reason it is trying to start two copies
of XWEM.  I saw an error something like "Another Window Manager is
running". 

The bad news is that I can't tell you when this started happening.  I
never updated xwem-agent when a new XWEM revision came out and I can't
remember from what revision my last working xwem-agent was.

I did look at the logs and the only thing that I can see is some
change about wait -> waitpid to fix a "possible" bug.

I'll revert that change locally, test and report back.
